Having joined Keoghs in 1991, David is now one of Keoghs Senior Partners. He was instrumental in the establishing of the Crime and Regulatory team and having practiced for three decades is one of the most knowledgeable technicians in the national regulatory arena. David leads the Bolton team but his practice is “national” in terms of its profile and geographical location.

David advises upon and strategically manages health and safety, environmental, food safety and care related investigations and prosecutions. In cases involving a fatality or in any high profile instruction, David’s appointment on day one means that he is able to provide an all-encompassing legal service: from advising clients on media exposure and employee wellbeing to, of course, delivering accurate, strategic legal advice. David is recognised for being able to balance “being their lawyer” with being sympathetic and empathetic with clients.

 David has worked on many high profile cases during his career and as a testimony to the high regard he is held in with peers is often conflicted into multi defendant cases by senior Regulatory Counsel and by other Regulatory teams. Amongst many past and present Corporate Manslaughter / Individual Gross Negligence Manslaughter cases that David has advised upon, his current caseload includes:

CPS Prosecution following Bosley Mill explosion in which four people lost their lives;

Police led investigation following Didcot Power Station collapse in which four people lost their lives.

David is a highly-respected practitioner who goes the extra mile for clients and colleagues alike. He is appreciated by both for his vast Regulatory knowledge and his total commitment to their cause.

Named as a leading individual in Legal 500 2020. David has been ranked for several years in Chambers and Partners Legal Guide. Client testimonials from Chambers and Legal 500 include: “top drawer – he didn’t try to baffle us with science, he told us the truth all the way along and he was good at talking at all levels” and “a safe pair of hands…who knows the insurance market inside out” and “He is an excellent lawyer, has a lovely touch with clients.”
